The motorbikes and scooters  (called "Hondas" colloquially) are an enduring memory of HCMC in particular. They drive on the pavements as much as on the roads. Crossing roads was a nightmare - Ann hated doing it. Even at pedestrian lights when you get the "Green Man" sign you still have to dodge the Hondas coming at you from all directions, even in a "one-way" street they will be going the wrong way! Once crossing on a Pelican crossing we had to dodge out of the way of a Honda steaming along from one pavement to another.
